In a diverse career spanning more than 35 years Bill Lokey is currently a Program Manager for James Lee Witt Associates based in the Pacific Northwest.
Prior to joining JLWA in 2007, Mr. Lokey was a FEMA Federal Coordinating Officer (FCO) where since 1999 he coordinated 24 declared disasters throughout the United States and several of its territories, including Hurricane Katrina in Louisiana. He also responded to Ground Zero in New York and Hurricanes Ivan and Isabel.
Mr. Lokey started his professional career with the U.S. Antarctic Program, including three winters on the continent during the period from 1969-1975, where he managed logistics, survival and search and rescue training.
He worked for the Washington State Department of Emergency Management from 1977 to 1986, the last four years as Assistant Director for Operations, where he was responsible for disaster response, warning, communications, search and rescue, hazardous materials planning, and recovery efforts and restricted zone management for Mt. Saint Helens, the most catastrophic volcanic eruption on U.S. soil.
Mr. Lokey became Director of Emergency Management for Pierce County, Washington in 1986, where he was responsible for disaster preparedness, the Fire Prevention Bureau, radio communications, and the Emergency Medical Services (EMS) and E9-1-1 administration. Under his direction, the department received recognition for initiatives including volcano hazard management for Mt. Rainier, earthquake safety for schools and multi-language disaster preparedness information. The department was also the sponsor of the Washington Urban Search and Rescue Task Force. As a task force leader he responded with the Washington team to the Northridge Earthquake and the Oklahoma City bombing and served as the FEMA liaison to the FBI's Bomb Management Center at the 1996 Summer Olympics in Atlanta.
In October of 1997, Mr. Lokey became Assistant Chief for Special Operations in the California Governor's Office of Emergency Services. Responsibilities included administration of California's eight US&R Task Forces and the development of the Regional Special Rescue Training Center in Sacramento.
From 1993 until 1999, Mr. Lokey served on FEMA's National Urban Search & Rescue (US&R) Advisory Committee and was Chair of the Advisory Committee's Operations Working Group.
He attended Kenyon College in Gambier, Ohio, graduating in 1969 with a B.A. in Art. He has been an adjunct instructor at the National Emergency Training Center in Emmitsburg, Maryland, and is a graduate of the U.S. Coast Guard's National Search and Rescue School. |
