Bill is special counsel in the business law department and focuses his practice on a variety of health law issues, including Certificate of Need matters, general litigation and assisting health care clients with regulatory and strategic planning issues. Prior to joining Kennedy Covington, Bill served as law clerk to the Honorable Ira DeMent, United States District Judge for the Middle District of Alabama and served as an Assistant Attorney General with the North Carolina Department of Justice, where he litigated cases before administrative judges, courts and administrative commissions. He also served as a Trial Attorney with the Commercial Litigation Branch of the United States Department of Justice, where he litigated administrative cases before federal courts.
Representative Matters
Represents and advises healthcare providers in Certificate of Need litigation before the Office of Administrative Hearings, state and federal courts.
Provides strategic planning advice to hospital systems as well as regulatory advice to clients concerning operations and patient treatment guidelines.
Represents clients in matters concerning facility licensure, reimbursement appeals, and penalty hearings, as well as before licensing boards.
