Mr. McQuiggan has had a long career as a senior executive, proposal manager, capture manager and program manager for large and small companies in the federal marketplace. He has served in the Senior Executive Service at the Department of Defense and as a senior manager for the Mitre Corporation.
Prior to joining Suss Consulting, Mr. McQuiggan was the CEO of Integrated Data Corporation. He developed a business development capability there to lead the company from a niche software developer role to one of a well-rounded system integrator. Prior to that, he was a consultant, mainly to large aerospace companies, on proposal development, CMM, and CMMI. A major part of his work was writing key technical and management sections of many large proposals. He has been trained in and is a certified instructor for the most modern proposal development methodologies.
He was a Senior Vice President at BDM International where he managed a line IT organization and then took over the proposal center and led all of BDM’s major proposals over a ten-year period. Before that he was a Principal at the consulting firm of Booz-Allen & Hamilton. Prior to that he ran an IT organization at the Defense Information Systems Agency (then The Defense Communications Agency) and was an Associate Department Head at the Mitre Corporation. At both the Defense Department and at Mitre he had the opportunity to evaluate numerous proposals from the government side.
Major proposals he managed that won, with the approximate values are: Securities and Exchange Commission EDGAR system ($150 million); Air Force DMRD 924 computer replacement ($550 million); DEIS I and DEIS II, predecessors of the Encore IDIQ) ($350 million); and American Red Cross National Biomedical Computer System ($75 million).
