William H. Roach, Jr. is a partner in the law firm of McDermott Will & Emery LLP based in the Firm's Chicago office. He is a member of the Health Department.
Bill's experience includes the formation of regional and national hospital systems, mergers, acquisitions, affiliations and dispositions of health care facilities and systems, joint sponsorship of faith-based health care facilities and systems, corporate reorganizations, hospital/physician integration arrangements, health industry joint ventures, creation and implementation of corporate compliance plans, focused compliance reviews, and medical staff organization, credentialing and contracts. He also has represented institutions of higher education in matters relating to governance, student records, joint ventures and faculty organization. Bill's practice also includes the merger and restructuring of religious institutes.
Bill is recognized for his experience in the law governing the use of health care information and regularly advises health care providers, ancillary service providers and manufacturers concerning HIPAA compliance matters. His book entitled, Medical Records and the Law, now in its fourth edition, is a leading text book on the subject.
Before entering private practice in 1980, Bill was senior staff counsel at Michael Reese Hospital and Medical Center for two years and the vice president for legal affairs at Rush University Medical Center for four years, both large teaching institutions in Chicago. His responsibilities at Rush University Medical Center included serving as the chief legal officer for Rush University.
Bill is a member of the editorial advisory boards of numerous professional journals, including Briefings on HIPAA, Medical Records Briefing, and Medical Staff Briefing. He is a Contributing Editor of the Hospital Law Manual. Bill has been named among The Best Lawyers in America for the last 16 years and listed as a leading health care attorney in Illinois Super Lawyers (past 6 years), Guide to Leading U.S. Healthcare Lawyers (2007) and Chambers USA (past 4 years). Bill is a former member of the National Board of Directors of the American Heart Association and serves as Director, Treasurer and Chair of the Corporate Operations Committee of the association's Midwest Affiliate.
Bill is a former president and founding director of the Illinois Association of Hospital Attorneys and a member of the American Health Lawyers Association. He is admitted to practice in Illinois. At Vanderbilt University School of Law, he was a Patrick Wilson Scholar.
