William H. Carroll practices Government Contract and Export Control Law with the law firm of Dykema Gossett PLLC. Mr. Carroll's unique experience in all phases of contracting includes 32 years as legal counsel in matters ranging from complex weapons systems to commercial type commodities and technical support services.
He is an adjunct professor of law at the Washington College of Law, American University and lecturer at the Columbus School of Law, Catholic University of America, both located in Washington, D.C.
Experience
Served as the first General Counsel for the Missile Defense Agency, Debarment Official for the Defense Logistics Agency ("DLA"), DLA's Associate Counsel, Contracting, Assistant Counsel for the Commandant, U.S. Marine Corps, and Attorney Adviser in the Department of Navy Office of General Counsel. Before joining Dykema Gossett, Mr. Carroll headed up his own law practice and consulting firm.
Lectured extensively on military legal issues and contract law issues for the Federal Bar Association, the American Bar Association, and other professional and industrial organizations.
