BACKGROUND AND EXPERIENCE: Bill is a 1970 graduate of the University of Florida College of Law, where he served as Executive Editor of the Law Review. Following law school, Bill practiced in the areas of civil and administrative litigation in Jacksonville, Florida, for eight years. After the passage of the Administrative Procedure Act during the 1970's, Bill concentrated his practice in administrative law. For six years, he served as a hearing officer with the Florida Division of Administrative Hearings. Bill has had significant case experience in matters involving rulemaking, licensing, permitting, public bid disputes, andconstruction claim disputes. Bill is an author and lecturer in the areas of governmental and administrative law. He has been recognized before the Florida Legislature as one of the experts on the Administrative Procedure Act and has been intimately involved in the legislative and judicial evolution of this Act.
