Experience
Since joining Pierce Atwood’s Environmental Group in 1984, Bill has devoted his legal practice to matters related to water law, waste discharge, wetland and natural resource licensing, compliance counseling, rulemaking, auditing, and enforcement. He regularly represents clients before local, state, and federal administrative agencies.
Bill is experienced in the negotiation and structuring of complex waste discharge and wetland alteration licenses, including site-specific water quality criterion development, use attainability analyses and preparation of alternative analyses.
Education
Bill received his B.A. degree from the University of Massachusetts (Cum Laude, 1980) and his J.D. and a Masters in Environmental Law from the Vermont Law School (1983).
Professional Activities
Since 1991, Bill has served as commissioner for the State of Maine on the New England Interstate Water Pollution Control Commission. He was a member of the Maine NPDES Advisory Group (1995-present), and the Maine State Wetlands Task Force (1995-96), and is currently a member of the American and Maine State Bar Associations (Natural Resources and Administrative Law Sections).
Publications
Bill is the author of: Major Land Use Laws Affecting Industrial, Commercial and Residential Development in Maine, National Business Institute, 1990; and Wetland Permitting in Maine, Maine Bar Journal, September 1997. He also co-authored A Wetlands Primer, Natural Resources & Environment, 1992; The Watershed Protection Approach, Water Resources, Natural Resources & Environment, 1996; "Wetlands Law and Policy," American Bar Association, 2005; and "Water and Water Rights," Matthew Bender & Co., 2006.
