Mr. Moran works with both private sector health care organizations and government agencies to assist in project management, program implantation, and evaluation. He also assists organizations in conducting Risk Assessments; consulting on Risk Remediation, including development and revision of Policies and Procedures; and reviewing the effectiveness of Compliance Programs. Mr. Moran joined SM after 41 years of Federal service, including the last twenty as the Regional Inspector General, Department of Health and Human Services (HHS), Chicago. In that capacity, he conducted over 200 national reviews of HHS programs, including the efficiency and effectiveness of Medicare, Medicaid, and Public Health Service organizations and grantees. Mr. Moran's Federal work included reimbursement issues for laboratory, ambulance, hospice and end-stage renal disease; Medicaid payments for drugs and for nursing homes; Public Health grantee payments for drugs; Food and Drug Administration oversight of drugs and medical devices; and Federal oversight of time and effort reporting. Throughout his Federal career, his emphasis was on the oversight, monitoring and evaluation of Federal programs. Mr. Moran has his undergraduate degree from the University of Notre Dame, an M.A. in International Relations from Georgetown University, and a Mid-Career Fellow Certificate from Princeton University where he studied Health Policy for an academic year. |
