Bill Lucia is President and Chief Operating Officer of HMS Holdings Corp. (NASDAQ: HMSY). He also serves as President of HMSY's wholly owned subsidiaries, Health Management Systems, Inc. (HMS) and Reimbursement Services Group Inc. (RSG). Mr. Lucia is responsible for establishing strategy and directing the day-to-day activities of HMSY's operating divisions.
With more than 20 years of experience in healthcare reimbursement, information systems, and large-scale insurance administration, Mr. Lucia has held various executive positions within HMSY-affiliated companies since 1996. He was responsible for HMSY's West Coast operations and provider business office outsourcing prior to joining the Company's Payor Services Division (now HMS), of which he was appointed President in 2003. In this role, Mr. Lucia has been instrumental in expanding HMS's products, including launching federal revenue maximization and strategic sourcing offerings to complement HMS's core revenue recovery and Third Party Liability business operations.
Prior to joining HMSY, Mr. Lucia held multiple positions in the life and health insurance and managed care industries. He served as Senior Vice President, Operations and Information Systems, at Celtic Insurance Company, and as Senior Vice President, Insurance Operations, at North American Company for Life and Health Insurance.
