Wesley W. Winn, Jr., is the senior executive account manager (SEAM) for the Department of State, Government Communications Systems (GCS). In this capacity, he reports to the vice president of Strategic Management and Business Development. Mr. Winn is responsible for overall corporate strategy and business development efforts at the Department of State. Mr. Winn joined Harris in 2005 as a business development manager with Harris Orkand Information Services. Prior to that, he held business development and management positions of increasing responsibility. Before joining Harris, Mr. Winn was vice president of Sales and Marketing for OptiSTAT Corporation, a joint venture between OPTIMUS Corporation and the Center for Emergency Medicine at the University of Pittsburgh. Before joining OptiSTAT, Mr. Winn was director of Business Development for OPTIMUS Corporation. Mr. Winn has also served in business development and inside sales roles at the Orkand Corporation and FedSources. He began his career as a market researcher with GCI Information Services, Inc. Mr. Winn has a bachelor’s degree in marketing from Virginia Tech.
