Experience
Wendy Manley's practice focuses on environmental permitting, compliance counseling and litigation for both public and private parties. Her experience with water quality issues encompasses matters under the federal Clean Water Act, as well as state statutes, with particular emphasis on stormwater regulation, permitting, compliance and enforcement. More broadly, she has handled issues involving National Pollutant Discharge Elimination System permits, state Waste Discharge Requirements, citizen suits, wetlands delineation, endangered species, federal and state environmental review, contamination remediation and cost recovery and Proposition 65.
Wendy has a science background that includes laboratory and field research, which she utilizes in her legal practice. Her clients include public entities, a major port, property owners, private individuals and businesses. Her work includes drafting ordinances and regulations; drafting and enforcing leases and construction contracts; addressing environmental regulatory compliance issues involving seaport and airport operations, marinas, industrial and commercial facilities; removal of derelict and abandoned vessels; storm water permitting, compliance and enforcement; and tenant operation audits for environmental compliance. Her public agency work includes litigation and permits compliance involving sanitary sewer and publicly owned treatment works.
