W. P. (Paul) Bell joined Canadian Pacific Railway in 1969 as a Research Analyst.
After working for 14 years in the analytical field, Paul became a Trainmaster in 1983, his first of several positions in the Transportation department. He went on to become the Assistant Chief of Transportation in Vancouver then Montreal, before returning to Vancouver to become Chief of Transportation Heavy Haul. In 1995, he was promoted to Vice-President of Transportation Services for Canadian Pacific Railway and was responsible for the creation of the company's Network Management Centre in Calgary.
In 1997, he became the senior business officer responsible for the renewal of the company's Operations systems, a project called Service Excellence. When the majority of the systems were implemented, or well on their way to completion, he took over the corporation's E-Business group.
In May of 2001, he brought his 32 years of operational experience to the newly created position of Vice President Investor Relations.
Mr. Bell holds a Bachelor of Mathematics (computer science) degree from the University of Waterloo and successfully completed the Ivey Business School's Executive program.
