Victor Demarines Biography :

Victor A. DeMarines is a former president and chief executive officer of MITRE. In that capacity, he directed the company's activities, primarily the operation of three Federally Funded Research and Development Centers (FFRDC). The Department of Defense FFRDC activities focus on command, control, communications, and intelligence (C3I); the Federal Aviation Administration FFRDC on air traffic management; and the Internal Revenue Service FFRDC on tax administration systems modernization.

Mr. DeMarines worked in the command and control field in various capacities with increasing responsibility throughout his MITRE career. His technical activities in the data processing field focused on network and distributed computing. He has authored many technical articles, spoken at numerous technical conferences, and holds patents on local area network techniques.

He was promoted to president and CEO in January 1996. From 1994 to 1996 he was executive vice president. From 1990 to 1994 he served as senior vice president and general manager of MITRE's Center for Integrated Intelligence Systems. From 1988 to 1990 he was vice president of the C3I Group for Air Force Systems. Prior to that he was technical director of Intelligence and Electronic Warfare Systems from 1985 to 1988. From 1973 to 1985 he held various technical management positions.

Mr. DeMarines was nominated by MITRE and selected to participate in the one-year President's Executive Interchange program, which allows middle managers from government and industry to gain experience in each other's domain. From 1972 to 1973 he was assigned the position of staff analyst in the Department of Transportation's (DOT) Office of Research and Development Policy, where he dealt with modernizing the national air traffic control system and formulated a concept for transcontinental air transport. He was awarded the Secretary of Transportation's Meritorious Service Award for his efforts to coordinate research and development activity among DOT's various components.

From 1967 to 1969 he managed MITRE's Bangkok, Thailand, site where he helped coordinate MITRE's support for Air Force systems installed in Thailand and Vietnam. While working with senior military leaders on support operations issues, he was responsible for the design and development of command and control improvements.

Mr. DeMarines held various technical positions from 1963 to 1967. He was a strong contributor to concept formulation and technology demonstration of the broadcast-oriented communication system that was a precursor to the Joint Tactical Information Distribution System. When he joined MITRE in 1963, he worked on analysis and communication designs to support strategic forces command and control systems.

Before joining MITRE, Mr. DeMarines was a lieutenant in the Air Force and served at the Lincoln Project Office at Hanscom Air Force Base, MA. Prior to that, he worked as a design engineer with G. L. Martin Company.

He received the 1996 Businessperson of the Year award from the Massachusetts North Suburban Chamber of Commerce. In 1997 he was selected as industry chair for electronics for the U.S. Savings Bond campaign.

Mr. DeMarines has been active in C3I symposia and has served on numerous study groups within the national security arena. He belongs to many industrial associations involved with national security and data processing, is a board member of the Massachusetts Business Roundtable and serves on an NRO Advisory Committee.

He received a master of science degree in electrical engineering from Northeastern University in 1962 and a bachelor of science degree in aeronautical engineering from Pennsylvania State University in 1958.
