Tom Gallagher is a Senior Managing Director and head of ISI's policy research team in Washington. He has been an Institutional Investor's ranked Washington analyst for each of the past 15 years, and was ranked #1 in the last 5 years. Prior to joining ISI in 1999, Tom spent 13 years at Lehman Brothers and 8 years in the federal government.
