The General Manager of CWLP is appointed by the Mayor, with the approval of the City Council. The current manager is Todd Renfrow, who has held this position since April 2003.
Todd, who holds a bachelor of science degree in Economics from Illinois College, has extensive experience in local and state government, as well as in private industry. He began his professional career as a salesman for Uptown, Inc., Renfrow’s Auto Parts, in 1958, and worked his way up to President of the company, a post he still holds today.
Todd entered the state government arena in 1976, when he was named Executive Assistant to Secretary of State Alan J. Dixon. He subsequently served in the Office of the Attorney General as Small Business Advocate and as Special Advisor on policy issues relating to small businesses and other state agencies, and in the Office of the Secretary of State as Chief Deputy and Business Services Labor Liaison.
In 1987, Todd was elected to a four-year term as Springfield’s Director of Public Works, a position he returned to in 1995 under appointment by then-Mayor Karen Hasara.
Todd’s professional activities include serving as a Trustee of the Springfield Metro Sanitary District; past-President of the Springfield Safety Council; a Presidential appointee to the National Highway Safety Advisory Committee; a Gubernatorial appointee and Secretary of the Select Joint Committee on Regulatory Agency Reform; and a member of the Secretary of State’s Truck Safety Task Force. |
