Thomas E. Gauthier is managing shareholder of the Sacramento office and co-chair of the firm's Local Government Practice Group. He offers broad expertise in several areas of government and education law. Mr. Gauthier counsels school districts and private entities in the areas of labor and employment, open meetings, elections, political activity, ballot measures, ethics, and conflict of interest laws. He is experienced in the general aspects of education law, such as teacher status, teacher certification issues, grievance hearings and arbitrations, and discipline matters related to school employees. He has successfully represented schools and other public agencies in administrative hearings and litigation on these issues.
Mr. Gauthier frequently presents at seminars on topics such as open government laws, personnel management, the Americans with Disabilities Act, employment law, political activity in the workplace, ethics rules, and compliance with the California Political Reform Act. He has given seminars at numerous educational conferences on these topics.
In addition, Mr. Gauthier counsels school districts and other public agencies on the California Environmental Quality Act (CEQA), and has provided successful litigation expertise. He has broad experience in drafting and negotiation of contracts, in facilities and business matters, and in disputes over public contracts.
Mr. Gauthier received his J.D. from the University of California at Davis School of Law in 1996. He received his B.A. from the University of California at Riverside in Political Science and Administrative Studies, cum laude. His professional affiliations include:
