Experience
Tom has been a member of Pierce Atwood's Energy Practice Group since 2006.
Prior to joining Pierce Atwood, Tom was the vice president of External Affairs for PJM Interconnection, a regional transmission organization (RTO) based in Pennsylvania.
Tom served as chairman of the Maine Public Utilities Commission from 1993 to 2005.
Prior to joining the Public Utilities Commission, Tom was Chief Deputy Attorney General for Antitrust in the Pennsylvania Attorney General's Office (1991-1993); in-house counsel for Bell Atlantic (1982-1991); an associate at McCutchen, Doyle, Brown, Emerson (1975-1981); and Assistant Professor of Law at Villanova University (1978-1979).
Education
Tom received his A.B., Phi Beta Kappa, from Stanford University (1972) and his J.D. from Harvard Law School (1975).
Professional Activities
Tom served as president to the Federal-State Joint Board on Jurisdictional Separations (1999-2003).
He was a member of the Federal-State Joint Conference on Advanced Telecommunications Services (2004-2005) and the NARUC Telecommunications Committee (1995-2005).
Tom was also the NARUC Consultant to ERRA (Eastern Europe Energy Regulators) (2000-2005).
