Thomas E. Griggs taps his substantial and varied experience to counsel the Firm's public and private sector clients in the areas of public finance, local government and school law. Tom has served as bond counsel on numerous long-term general obligation and revenue bond issues by Wisconsin counties, municipalities, school districts and special districts, as well as on two of the largest loans from the State of Wisconsin's Clean Water Fund Program. He also served as bond counsel on the bond issue to finance the renovations of Lambeau Field, home of the Green Bay Packers. As part of his bond counsel duties, he regularly counsels school districts on a variety of bond referendum matters. He is also bond counsel to many Wisconsin school districts on short-term cash flow borrowings. Throughout his career, Tom has contributed significantly to the development of public finance, local government and school law. He was instrumental in the development and issuance of the first tax incremental revenue bonds, and he draws on his knowledge of the TIF law to advise local governmental units on TIF issues. Tom was also one of the principal attorneys involved in the formation of the first municipal mutual insurance company. He also is recognized around the state for his work with Wisconsin school districts on school district reorganization matters. A graduate of Marquette University Law School, Tom holds a master's degree in urban affairs from the University of Wisconsin-Milwaukee and a bachelor's degree in sociology from Ohio University. He is a member of the American Bar Association, the State Bar of Wisconsin, the Milwaukee Bar Association and the National Association of Bond Lawyers.
