Theodore F. Bayer specializes in real estate and business transactions with an emphasis in real and personal property tax matters; retail, office and industrial leasing; purchases and sales of businesses; commercial real estate purchases, sales and financing; land use and development matters and software and Internet licensing. He has represented owners, buyers and sellers of California commercial properties and businesses for over eighteen (18) years.
Mr. Bayer is also a principal in Ad Valorem Solutions LLC (AVS), a property tax consulting firm based in San Francisco, California. AVS provides property tax planning and consulting services, primarily to owners and managers of California properties, and has entered into strategic alliances with recognized national firms to offer nationwide property tax consulting and data management. Mr. Bayer has authored numerous articles concerning property tax matters, including a recent article on the Pool decision (Orange County, CA) which has been published on the Orange County Assessor’s website.

Education
Mr. Bayer received his Bachelor of Science degree in Business and Economics from Lehigh University in Bethlehem, Pennsylvania in 1970. After two years of service in the U.S. Air Force as a 1st Lieutenant, Mr. Bayer received his Juris Doctor from Golden Gate University in San Francisco in 1976. He has held a California real estate broker’s license (currently inactive) since 1980.
Admissions
Mr. Bayer is admitted to practice before all California courts, the U.S. District Court, Northern District of California and Central District of California and the U.S. Court of Appeals for the Ninth Circuit.
Memberships and Affiliations
He is a member of the San Francisco Bar Association (Real Property Subsection), the California State Bar Association (Real Property Section), National Association of Real Estate Investment Trust (NAREIT) and the California Assessor's Association. He has lectured before numerous organizations, including the California Assessors’ Association, the San Francisco Bar Association and the Institute of Real Estate Management (IREM) (including the mid-year conference in 1996), and was a panelist at the "California Real Property Tax Law" seminar conducted by National Business Institute in 1997. Mr. Bayer is a past President of the Board of Directors of the Lighthouse For The Blind and Visually Impaired in San Francisco and a past President of the Board at the Center for Attitudinal Healing in Sausalito, California.
