Areas of Emphasis and Related Experience. Practice includes all aspects of public finance, emphasizing urban real estate development, municipal utility districts, and economic development projects. Ms. Edwards serves as general counsel to elected boards of directors of political subdivisions, advising on various matters including real estate, property taxation, construction contract, administrative agency applications, and intergovernmental contracts. She serves as bond counsel to various local governments in connection with tax-exempt financings and advises clients on Texas election law, public information and open meeting laws, and conflict of interest laws. Ms. Edwards serves as counsel to real estate developers in municipal and County regulatory approvals.
