Steven is a consulting actuary in the Salt Lake City office of Milliman. He joined the firm in 2000.
Experience
Steven's experience includes assisting employer sponsors of medical, pharmacy, and dental plans. He has assisted employers with projecting benefit costs and estimating savings from changes to plans and employee contributions. He has also set medical and disability reserves and IBNR for insurers’ annual statements. His clients include employers with self-funded medical plans, insurance companies, and government entities.
Steven was a key player on the Milliman teams that developed the Milliman Medical Index in both 2006 and 2007. In this role, he coordinated updates to Milliman's models based on the Health Cost Guidelines and served as the expert on the pharmacy component of the index.
He has also worked extensively on the valuation of retirement medical plans in compliance with both GASB 45 and FASB 106. Prior to joining Milliman, Steven worked as an actuarial analyst for Hewitt Associates. His work there focused on the valuation of pensions and supplemental executive retirement plans.
