Stephanie Downs is a member of the firm's redevelopment, real estate and housing practice group. While at her previous firm, she provided research and analysis for client matters involving malpractice and professional responsibility matters. During her law clerkship for Mark Tuft, Ms. Downs handled issues relating to the State Bar Commission for the State Task Force involving the implementation of Confidentiality Rule 3-100. She also researched and wrote updates for the Rutter Group Professional Responsibility Guide, an update for the Criminal Procedure Manual of the CEB and an article for the ABA magazine GP Solo. Her legal experience with the Port of San Francisco included evaluating the legality of the use of Port trust revenues for reimbursement of city services. Through the University of San Francisco's Global and Justice Program, Stephanie assisted with teaching Administrative Law and Legal Research and Analysis in Ho Chi Minh City, Vietnam.Prior to attending law school, Ms. Downs was the Finance Manager for the Port of San Francisco where she negotiated ground leases and private/public partnerships for Port development projects. Representative projects include the $100 million historic rehabilitation of the Ferry Building; the $400 million James R. Herman Cruise Terminal Project at Piers 30-32; AT&T Ballpark at China Basin and the Pier 1 Maritime office development.Ms. Downs also has significant experience in public finance. As Debt Manager for the City and County of San Francisco and Finance Officer for the University of California Regents, she issued over $20 billion in debt, including general obligation bonds, certificates of participation, tax and revenue anticipation notes and revenue bonds.Stephanie received her J.D. from the University of San Francisco School of Law. Her awards include the CALI Award for Excellence in Corporate Tax and the CALI Award for Excellence in Law and Literature. She received her bachelor of business administration in finance degree from the University of Wisconsin, Madison. She is a member of the San Francisco Bar Association and the State and Local Government section of the American Bar Association. |
