Mr. Balis is counsel to the firm. He specializes in natural gas, electricity, and transactional law. Mr. Balis devotes his practice particularly to natural gas matters.Prior to the creation of Miller, Balis & O'Neil, P.C., Mr. Balis was the first person to hold the position of Assistant Director for Gas and Oil Pipeline and Producer Enforcement with the Office of Enforcement of the Federal Energy Regulatory Commission. Since the founding of Miller, Balis & O'Neil, P.C., he has represented municipal and other publicly owned natural gas distribution systems and state consumer advocate offices in transactional activities and before FERC, other state agencies, and the courts regarding the litigation and settlement of proceedings relating to every facet of the natural gas industry.Natural Gas Regulation and Energy TransactionsMr. Balis represents natural gas distributors at the FERC concerning the rates and services that they receive from interstate pipelines. He has filed comments in numerous rulemakings proposed by FERC. Mr. Balis regularly assists his clients in obtaining reliable and economic supplies of natural gas.Mr. Balis has authored a number of articles concerning natural gas for various publications. In addition, Mr. Balis has testified before committees of both the United States Senate and the United States House of Representatives, as well as before the Federal Energy Regulatory Commission.Mr. Balis resides with his wife in Potomac, Maryland. |
