Sean P. Beatty focuses his practice on the regulatory, transactional, litigation and property tax issues facing public utilities, cable television companies, and new entrants into the restructured telecommunications and energy markets in California. He represents clients in proceedings before the Federal Communications Commission and the California Public Utilities Commission. Mr. Beatty has also worked on transactions involving the acquisition of cable television systems and commercial litigation on behalf of Cooper's telecommunications clients. Mr. Beatty has participated in property tax appeals for both centrally and locally assessed clients. Mr. Beatty also has extensive experience in wireless communications regulation, both at the state and federal levels. Prior to joining Cooper, he practiced with a communications law boutique in Washington, D.C., performing regulatory work before the FCC and transactional work on behalf of the firm's wireless communications clients. Mr. Beatty is a member of the State Bar of California and the District of Columbia Bar. He is also a member of the Federal Communications Bar Association and the Conference of California Public Utility Counsel. Mr. Beatty received his B.A. degree in 1988 from the University of California, Berkeley. He received his J.D. degree from Hastings College of the Law in 1991. After graduating from law school, Mr. Beatty clerked for one year with U.S. Magistrate Judge Phyllis J. Hamilton of the Northern District of California in San Francisco. |
