Scott Englander, Director, is an engineer with over 22 years of experience in energy analysis. Before joining CRA in 2004, he was a vice president at Tabors Caramanis & Associates, where he was actively involved in efforts to evaluate and shape the restructuring of the electricity industry. Mr. Englander closely follows regulatory developments in all three of the major electricity markets in the Northeast United States and has an extensive knowledge of the current market rules and transmission tariffs in the Northeast and other regions. He has taught courses on locational marginal pricing of electricity for numerous market participants, as well as regulators, and has testified as an expert witness in a number of large cases involving wholesale electricity and transmission contracts, both in the United States and internationally. While at TCA, Mr. Englander was also involved in research and development for price-responsive commercial and industrial control technologies, as well as work in demand-side management (DSM) impact evaluation and technology assessment. Before joining TCA in 1994, Mr. Englander spent four years with New England Electric System (NEES, now National Grid), where he was a Senior Analyst in NEES’s DSM Evaluation and Planning Department. While at NEES, Mr. Englander investigated new commercial and industrial DSM technologies for inclusion in NEES programs, and led the evaluation of installed commercial and industrial non-lighting technologies. |
