Prior to BlackRock, Mr. Frisby was a Senior Economist at the Port Authority of New York and New Jersey where he analyzed the air transportation industry and the competitive position of Port Authority airports in the global and regional marketplace. He also served four years as staff economist in the Utah Governor's Office of Planning and Budget where he coordinated technical transportation and water development planning initiatives, analyzed legislative tax policy and prepared revenue forecasts.
