Scott Leo focuses his practice in the areas of general governmental, water and sewer system, municipal enterprise, higher education, health care and industrial development finance. His experience includes fixed rate and variable rate financings as well as experience with respect to general obligation bonds, revenue bonds, installment purchase financings, lease financings and certificates of participation financings. He has also served as bank counsel in transactions involving financial derivative products, such as forward purchase agreements, and transactions involving letters of credit and liquidity facilities. Mr. Leo routinely assists local government clients with financial transactions and other matters.
