Scott Merrill focuses exclusively on representing public and private sector management in labor and employment matters that in both union and non-union settings. He regularly handles labor arbitrations on behalf of local and national clients, and counsels employers on a wide range of labor and employment issues. Scott also represents employers in court and before state and federal administrative agencies. Forums in which he appears include the Massachusetts Commission Against Discrimination, Massachusetts Labor Relations Commission, Equal Employment Opportunity Commission, National Labor Relations Board, Division of Employment and Training, Division of Administrative Law Appeals, Contributory Retirement Appeals Board, and Civil Service Commission.
Beyond his assistance to clients with employment controversies, Scott provides employers with proactive dispute avoidance advice. His work in this area includes review of employment policies and employee handbooks, and conducting training for managers and supervisors on dealing with discrimination claims.
Scott also has an expertise in litigating and advising state public pension systems on all matters arising under M.G.L. c. 32. Scott currently represents three of the largest public pension systems in the state, and is litigating several matters under c. 32 for the City of Boston.
Prior to joining Foley Hoag, Scott was associated with two other law firms.
