Description of Practice:
Sal is an associate in our Orange County office, where he is a member of our real estate group. He has over 12 years of municipal government experience, and his practice areas include land use and natural resources.
Prior to joining Allen Matkins, Sal was an associate with Best Best & Krieger in Riverside, California, where he provided advice to public agencies in the areas of planning, zoning, and land use. Preceding his work there, he worked as a city planner in various capacities with the cities of Garden Grove, Rancho Cucamonga, Chino, and Pomona.
Sal worked as the Principal Planner for the City of Pomona where he managed the day-to-day activities of the Planning Division. He also worked as a Principal Planner with the City of Chino where he managed the advance planning section of the Community Development Department. Having worked in almost built-out, as well as growing cities, Sal has extensive experience in many aspects of municipal government, including the managing and preparation of specific plans for complex master planned communities, annexations, water supply assessment, canceling Williamson Act contracts, negotiating development agreements, and preparing and successfully implementing CEQA guidelines. He has also managed the successful preparation of Project, Focus, and Program Environmental Impact Reports, as well as a supplement to, and addenda to an EIR.
Sal is a member of the State Bar of California, the American Planning Association, and the American Institute of Certified Planners.
Educational History:
Sal obtained his B.S. from California State Polytechnic University, Pomona in Urban and Regional Planning. He later received his M.P.A. from California State University, Long Beach, with membership in both the Pi Alpha Alpha and Phi Kappa Phi National Honor Societies. In 2003, he received his J.D. from Chapman University School of Law. He is also fluent in Spanish. |
