Ruthann Ziegler is a founding member of our Sacramento office and has over 20 years of experience in public law, representing municipalities and special districts. Ruthann represents clients in matters affecting local governance and decision-making, ranging from day-to-day operations to long-term policy issues. She frequently advises her clients on the variety of issues facing public entities, including rate setting, public contracts and bidding, land use and the Subdivision Map Act, and environmental issues.She currently serves as City Attorney and general counsel for several cities and special districts in Northern California. She has worked with public utility districts, community services districts, fire districts, water districts and joint powers agencies. Among other clients, she has served as City Attorney of Citrus Heights since its incorporation in 1997 and has worked with several municipal incorporation committees. Ruthann is a frequent speaker on topics relating to public law including joint powers agreements, LAFCo, CEQA compliance, the Brown Act, the Public Records Act, conflicts of interest, fees and assessments, and land-use permitting. She is past chair of the Editorial Board of the Municipal Law Handbook, a publication of the League of California Cities, and served as a contributing editor and board member of the Handbook for several years. Ruthann is a past president of Women Lawyers of Sacramento and past chair of the Environmental Law Section of the Sacramento County Bar Association. She received her B.A. from Yale University and her J.D. from the University of California, Davis. |
