Ross Garber represents clients in government investigations, white collar criminal matters, and related civil and regulatory actions. He also regularly represents clients in investigations by the Connecticut Attorney General and other state regulators, including the Connecticut Banking and Insurance Departments.
He is the former chief counsel to two governors of Connecticut. Recently, Ross represented the Office of the Governor of Connecticut during federal and state investigations into allegations of corruption in state government. He also served as lead counsel for the Office of the Governor during historic hearings by a select committee of the Connecticut House of Representatives on whether to impeach the governor. In connection with his representation of the Office of the Governor, Ross argued groundbreaking appeals on governmental privileges and immunities before the Second Circuit Court of Appeals and the Connecticut Supreme Court.
Ross writes and speaks frequently about government investigations and white collar criminal defense. He has also conducted crisis management training for the National Governors' Association. Ross currently serves as regional co-chair of the ABA White Collar Crime Committee and national vice chair of the White Collar Crime Committee of the National Association of Criminal Defense Lawyers.
Ross currently serves, by appointment of the governor of Connecticut, as chair of the Connecticut Judicial Review Council, which is responsible for the investigation and discipline of state judges. He was previously a member of the state’s Judicial Selection Commission. Ross also serves, by appointment of the Chief U.S. District Judge, as a member of the District’s federal grievance panel.
Ross was a law clerk to Chief U.S. District Judge Robert N. Chatigny (D. Conn.).
