Mr. Wagner joined the Firm as Counsel in May 2005. Prior to joining Miller, Balis & O'Neil he was involved in the formation of the international business of a leading coal bed methane company and advised on wind energy, biomass and coal gasification projects.As a principal and counsel in private practice for leading firms specializing in energy industry matters since 1986, Mr. Wagner has advised clients on a wide range of matters pertaining to the development of energy and other infrastructure projects and regulation and policy development for such projects, including:development and financing of 'greenfields' electric generation projects;acquisitions and restructurings of electric generation projects;contracts for purchases, sales and transportation of energy and related transactions;regulatory approvals for energy-related transactions and development, acquisitions and sales of assets; andanalysis of issues and development of policies related to electric industry deregulation.Mr. Wagner's experience includes acting as an advisor to US and non-US governmental and multilateral agencies and publicly-owned entities on energy-related matters.Mr. Wagner was general counsel and vice-president development for an alternative energy company he helped to form between 1982 and 1986 and has particular experience with non-conventional sources of energy. Mr. Wagner was born in Japan, and lived in Germany, Japan and the Maryland suburbs of Washington, D.C. where he currently resides. His languages include French, Spanish (reading) and German and Japanese (basic/conversational). |
