Rob Donlan is a partner with the Law Firm of Ellison, Schneider & Harris L.L.P. His practice focuses on groundwater and surface water rights, as well as counseling on matters involving state and federal Endangered Species Acts, the California Environmental Quality Act, and other state and federal statutory and regulatory requirements affecting water users and water managers.
