Mr. O'Neil is a founding principal of the firm. His practice is concentrated in matters related to power supply planning, including the solicitation and evaluation of power supply, power project development, transmission access, electric utility merger proceedings and electric industry deregulation.Following law school, he served in the Judge Advocate General's Corps of the United States Army, where he represented the consumer interests of the United States government in utility regulatory proceedings.Electricity Regulation In 1976, Mr. O'Neil entered private practice where he has represented municipalities and rural electric cooperatives in matters related to power supply planning, electric supply solicitations, and in proceedings involving cogeneration, small power production and hydroelectric licensing before state and federal regulatory agencies. Mr. O'Neil has lectured and presented papers on the electric utility industry before seminars sponsored by the American Public Power Association, the National Rural Electric Cooperative Association, and the Edison Electric Institute.Energy Transactions Mr. O'Neil has been active in the analysis of issues and development of policies related to transmission access and electric industry deregulation. Mr. O'Neil participated in the Keystone Center Transmission Project and was an advisor to the task force that developed the transmission access policy of the National Rural Electric Cooperative Association. Mr. O'Neil also has testified before the United States Congress on matters pertaining to regulated rates, transmission access and electric utility deregulation. Mr. O'Neil, is a native of Boston, Massachusetts and currently resides with his wife in Alexandria, Virginia. |
