Mr. Rowley is a member of the firm’s Business Law Practice Group. He focuses his practice on business transactions and representing clients before the Indiana General Assembly. Mr. Rowley comes to Sommer Barnard from the office of former governor Joseph Kernan, where he served as the governor’s Legislative Director. Prior to joining the governor’s office, Mr. Rowley served as General Counsel for Indiana’s Department of Commerce where he was instrumental in the development and implementation of economic development incentives and business negotiations throughout Indiana. During his prior private practice experience, Mr. Rowley represented the State of Indiana in the capacity of co-counsel in a variety of public financings.
