Richard J. Keenan is an associate in the Global Project Finance practice at Milbank, Tweed, Hadley & McCloy LLP. Richard has specialised for six years in international project finance transactions including power, oil and gas, refining, industrial, telecommunications and infrastructure projects.
Richard's experience includes representation of lenders, developers and equity investors in international project financings. He has advised: (i) sponsors in relation to the roll out of a telecommunications network, (ii) project sponsors in relation to the provision of aerial target services and related services to the Ministry of Defence in the United Kingdom, (iii) project sponsors in relation to a natural gas processing facility and pipeline in Qatar and UAE, (iv) project sponsors in relation to the Sohar power and seawater desalination project in Oman; (v) project sponsors in relation to the Al Ezzel power project in Bahrain, (vi) bidders in relation to power and water desalination projects in Saudi Arabia, (vii) project sponsors in relation to the Hamma seawater desalination plant in Algeria, (viii) project sponsors in relation to engineering, procurement and construction contracts and other project documentation for various power generation facilities in Europe including the Rijnmond 790MW Gas Fired Combined Cycle Electric Power and Steam Co-generation Facility in the Netherlands. This deal was awarded the European Power Deal of the Year 2002 by Project Finance Magazine, (ix) Electricite de France in relation to the Paracambi gas-fired power project in Rio de Janeiro, Brazil, (x) project sponsors in relation to the Brindisi LNG project in Italy, (xi) project sponsors in relation to the Aquatrine water and waste water project in the United Kingdom.
Richard's experience covers all commercial and project documentation that is typically required in the types of transactions referred to above.
Prior to moving to the United Kingdom, Richard worked with Corrs Chambers Westgarth in Sydney, Australia where, in addition to specialising in project finance, he specialised in corporate and commercial law. Prior to joining Milbank, Richard worked in Clifford Chance's London office.
Richard has an LLB from the University of New England, Australia and has a Bachelor of Arts degree, majoring in economics from the University of Sydney, Australia. Richard is admitted as a solicitor in New South Wales, Australia. |
