Mr. Richard J. Byrne is a vice president in MITRE's Command and Control Center, one of two operating centers in the Department of Defense Command, Control, Communications, and Intelligence Federally Funded Research and Development Center (DOD C3I FFRDC). In this role, Mr. Byrne is responsible for MITRE's technical work program for all Air Force customers. Areas of particular interest include net-centric strategies, complex systems engineering, and Web/Internet technologies.
Mr. Byrne joined MITRE in 1990 and has held a variety of positions supporting the Air Force and DOD. Most recently, Mr. Byrne was the Technical Director for the Air Force Electronic Systems Center. His responsibilities included strategic technical planning, technical oversight of more than 200 programs, and leading evolution of both traditional systems engineering and enterprise engineering. Mr. Byrne also served as Executive Director of Innovation, where he led efforts on warfighter rapid prototypes and deployments. His previous role was Executive Director for Networks and Information Integration overseeing critical communications and networking programs for terrestrial, air, and space missions.
As Executive Director of Resources, Mr. Byrne managed more than 1,200 staff chartered to build next generation integrated command and control systems. His responsibilities included directing a number of technical skill centers (sensors, microelectronics, communications and networking, information technologies, and systems engineering). Earlier as Technical Director of Communications and Networking, Mr. Byrne oversaw the design of next generation communications, networking, and navigation systems. As Department Head of Communications and Rapid Prototyping, he led radio activities for military, national, and international needs.
Prior to joining MITRE, Mr. Byrne was a founder and engineering manager at VTC, a semiconductor startup in Bloomington, Minn., where he led the design and production release of more than 150 products over five years. From 1980 to 1985, Mr. Byrne worked as the Technical Manager of VLSI Design Methods for telecommunication at ITT's Advanced Technology Center in Shelton, Conn., where he designed custom, ASIC, standard cell, and gate array products and advanced CAD tools. Mr. Byrne has also worked as a telecommunications consultant and taught VLSI Design at Northeastern University.
Mr. Byrne received a Bachelor of Science in Electrical Engineering and a Master of Science in Electrical Engineering and Computer Science from the Massachusetts Institute of Technology. He is a 2006 graduate of the Harvard Business School General Management Program, where he was elected the class speaker.
A member of the Institute of Electrical and Electronic Engineers (IEEE) and the Armed Forces Communications Electronics Association (AFCEA), Mr. Byrne sits on the Board of the Lexington-Concord chapter of AFCEA and received the AFCEA International Meritorious Award for Engineering in 2006. He received the AFCEA International Golden Link Award for "Cursor on Target Machine to Machine Net-centric Operations for the Warfighter" in 2004. He has supported the Semiconductor Research Corporation's Executive Technical Advisory Board for six years and served as the chairman of the Design Sciences Board for two years.
