Reginald Salvador Biography :

With a recognized ability to master complex issues involving federal and state laws, complicated regulatory frameworks, and legal issues in high intensity settings, M. Reginald B. Salvador brings extensive experience in the organizational development and management of California State Government. Mr. Salvador most recently served as an Advisor to the California Integrated Waste Management Board (CIWMB) where he provided policy recommendations to proposed legislation and regulations and implementation strategy of various waste prevention and education programs.

Prior to CIWMB, Mr. Salvador served as Deputy Cabinet Secretary where he had direct oversight of six state agencies and 25 departments including the Governor's Office of Emergency Services, Department of Food and Agriculture, Department of Forestry and Fire Protection, Department of Housing and Community Development, Labor and Workforce Development, Building Standards Commission, Energy Commission and the Public Utilities Commission. He was also responsible for the development and implementation of major policy initiatives for the Governor in the areas of agriculture, labor, emergency services, personnel administration, transportation, housing, and energy.

As Deputy Cabinet Secretary, Mr. Salvador drafted, negotiated and implemented all Executive Orders issued between 1999 and 2003, including the establishment California's first ever Sustainable Buildings Task Force where he directed representatives from over 40 state departments to promote environmentally responsible building practices in hundreds of state buildings. This new approach, which is considered to be a national model, significantly increased the efficient use of energy, water and recycled materials while reducing construction costs. He also coordinated the Build California Initiative which expedited the release of $15 billion in voter approved school construction and housing bond funds out to local communities in record time (twice the money in half the time) as compared to previous bonds, creating as many as 500,000 jobs.

Mr. Salvador also directed and implemented California's first state run school energy efficiency education program by coordinating the resources and expertise of over 15 public and private entities including the California Energy Commission, Division of State Architect, Department of Housing and Community Development, Public Utilities Commission and Pacific Gas and Electric (PG&E). He attended California State University, Sacramento where he majored in Economic Management Science.
