Raouf S. Ghali is President of Hill's International project management operations. Mr. Ghali has over 22 years of United States and International experience in project cost control, financial analysis, planning and scheduling, procurement and contract administration, claims analysis, accounting and procurement. He has worked on commercial buildings, office buildings, defense facilities, food processing facilities, and theme parks, including development of the EuroDisney Land in Paris, France. Mr. Ghali has extensive knowledge of starting up projects and successfully managing all field construction and project matters. He is also fluent in five languages and has worked throughout the United States, Europe, Far East and the Middle East. Mr. Ghali heads the international construction management organization with over 350 staff members in more than 12 countries supporting public and private clients on large mixed use developments, healthcare, specialized buildings, infrastructure rehabilitation, transportation and environmental projects. As the Project Executive for Palm Island, a multi billion dollar real estate development in Dubai on one of the world's largest technical island, Mr. Ghali has been directing the sizable team throughout the project from its capital dredging program to the development of the Island. With over 30 ongoing assignments Mr. Ghali provides expertise for public private partnerships, built operate and transfer (BOT) schemes, feasibility studies and due diligence. His experience with European Union Funded Projects, European Bank for Reconstruction and Development (EBRD), World Bank and European Investment Bank provides a seamless process between the Beneficiary and Funding Institution during the implementation of the assignment.
As Senior Vice President, Mr. Ghali was involved on several iconic capital projects such as the $400 million Grand Mosque, Abu Dhabi, Jebel Ali Gardens 3,800,housing community in Dubai, IT College in Al Ain, Hamad Medical City in Doha, Infrastructure Rehabilitation Programs in Romania and fYROM. Concurrently, he spear headed Hill's growth in the international markets.
Mr. Ghali was responsible for project and financial control for procurement on a $300 million, 300 MW thermal power plant in Hrasdan, Armenia funded by the European Bank for Reconstruction and Development (EBRD).
He has prepared and issued international tendering procedures for the Republic of Armenia and procured all major equipment through international tendering achieving competitive pricing. In addition, he has been responsible for project progress reporting, estimated final cost, contract negotiations and, with the project manager, has acted as the contact point between the EBRD and the Republic of Armenia. He is also responsible for all change order analysis and pricing.
Specializing in analyzing and pricing costs, damages and changes, Mr. Ghali also has significant international claims experience. Projects he has been involved in, include the Petronas Twin Towers in Malaysia, the Lube Oil Petrochemical Plant in Thailand, Athens Metro and Claims Committee in Abu Dhabi.
