Phyllis is a principal and consulting actuary with the Philadelphia office of Milliman. She joined the firm in 1975.
Experience
Phyllis' expertise covers the financial aspects of healthcare programs. She assists clients with strategic and management issues related to healthcare management programs, financial reporting and projections, experience analysis, design of management information systems, plan design, and pricing. Phyllis advises Blue Cross/Blue Shield plans, insurance companies, HMOs, and single and multiemployer plans. In addition, she participates in a number of activities related to healthcare policy. She assists clients with issues related to Medicaid.

Phyllis has participated extensively in professional activities, serving as a board member and as a vice president of the Society of Actuaries.
Presentations and publications
Phyllis is a frequent speaker before actuarial and other professional organizations on subjects related to healthcare reform and the financial management of healthcare programs. She co-authored the book Measuring and Funding Corporate Liabilities for Retiree Health Benefits. She also co-authored the Milliman research report Understanding Medicaid.
