Paul Seltman is counsel at the firm who brings more than 12 years of broad political, policy and legal experience. As part of his practice, he combines Medicare and Medicaid reimbursement experience with his in-depth knowledge of the inner workings of Congress and the Centers for Medicare and Medicaid Services to develop creative strategies and produce successful outcomes for clients.
Prior to joining the firm in 2004, Paul was associate vice president, payment and policy at the Advanced Medical Technology Association (AdvaMed) in Washington, D.C. In this position, he formulated policy and developed executive branch strategy aimed at improving coverage and reimbursement for medical devices, diagnostic products and medical information systems. He also developed policy initiatives and regulatory proposals related to Medicare inpatient financing, disease management, health information technology, computer-assisted surgery, orthopedic product reimbursement and bioterrorism preparedness.
Before joining AdvaMed, he authored a policy proposal that would provide health insurance coverage for all private-sector workers in the United States. He also was awarded a fellowship by the Robert Bosch Foundation in Germany and worked in Berlin from 2001-2002, first for a member of the German parliament and then for Schering AG, a German pharmaceutical firm. From 1999-2001, Paul served as a special assistant in the Office of the Assistant Secretary for Legislation at the Department of Health and Human Services, where he was a legislative advisor and liaison with Congress on Medicare issues. Previously, he served as minority counsel for the U.S. Senate Budget Committee and minority counsel for the U.S. House of Representatives Budget Committee. His other professional experience includes working as deputy chief of staff and press secretary for U.S. Representative Major R. Owens (D-NY).
In General. Paul received his J.D. degree from American University in 1992 and his bachelor's degree from the University of Michigan in 1989. He is admitted to practice law in the District of Columbia. He was born and raised in Pittsburgh, Pennsylvania.
