Mr. Gottlober assists in providing our clients with Medicare and Medicaid regulatory advisory services, as well as other health care subject matter consulting services. Based in Palm Springs, CA, he brings to our clients extensive experience related to the evaluation of health care and social services programs and compliance with federal laws, regulations, and policy. Prior to joining Strategic Management, Mr. Gottlober served as the Regional Inspector General for Evaluation and Inspections in the San Francisco Office of the U.S. Department of Health and Human Services. As regional manager and first-line supervisor, he directed national evaluations, inspections, and audits of DHHS programs and agencies which included Medicare, Medicaid, the Food and Drug Administration, the National Institutes of Health, and the Administration for Children and Families. In this capacity, Mr. Gottlober managed and participated in more than 100 program evaluations and inspections involving issues such as Medicare payments for home oxygen equipment, compliance with the Health Insurance Portability and Accountability Act (HIPAA), the Emergency Medical Treatment and Active Labor Act (EMTALA), the FDA medical device approval process, Medicare oncology demonstration projects, and Medicare claims for physical therapy, chiropractic, allergy, and consultation services. His accomplishments included identifying approximately $8 billion in Medicare cost savings. Before his career with the OIG, Mr. Gottlober worked with the Health Care Financing Administration (currently known as the Centers for Medicare & Medicaid Services) and the Social Security Administration's Bureau of Health Insurance, where he held positions in the office's Management Division, Contractor Operations, and Program Integrity Branch. Mr. Gottlober's education includes a Juris Doctor from Seton Hall University School of Law, Newark, New Jersey and a Bachelor of Arts from Upsala College, East Orange, New Jersey. He is a member of the New Jersey Bar Association. |
