Paul S. Boulis is president of Health Care Service Corporation’s Illinois Division, which serves approximately seven million Blue Cross and Blue Shield members. As head of Illinois’ largest health insurance company, Mr. Boulis is responsible for all operations including Sales and Marketing, Managed Care Network Operations, Medical Policy, Contracting, Provider Affairs, Government Relations, Public Affairs and Advertising.
Mr. Boulis joined Blue Cross and Blue Shield of Illinois in 1984 following eleven years with the Blue Cross and Blue Shield Association in various positions including management of Medicare Part A, director of utilization review and executive director of marketing support services. Prior to being named president of the Illinois Division, he headed Blue Cross and Blue Shield of Illinois’ National Division for 17 years, growing the company’s national and major accounts business to include more than 300 large employer, government and labor customers.
Mr. Boulis is Chairman of the Board of the Arts and Business Council of Chicago, a member of the Board of Directors of Consortium Health Plans and a member of the Advisory Council of the Chicago Public Education Fund. He is a past member of the Associates Board of Directors of the Rehabilitation Institute of Chicago. He also has served as a member of the board of the University of Michigan Program in Health Services Administration Alumni Association, and currently serves on the board of the Griffith Leadership Center at the university.
