Currently Pate Felts serves as the Chief Operating Officer of James Lee Witt Associates, LLC. Previously, Mr. Felts served as Assistant U.S. Trade Representative for Intergovernmental Affairs and Public Liaison for the Office of the U.S. Trade Representative, Executive Office of the President. In this position, he worked closely with state and local governments, the business and agricultural communities, labor, environmental, and other domestic groups concerning U.S. international trade policy, as well as specific issues relating to the development, implementation, administration and enforcement of existing trade agreements.
Mr. Felts served as North American Free Trade Agreement (NAFTA) and World Trade Organization (WTO) State Coordinator liaison to all state and local governments on the efforts to implement the NAFTA and the WTO. He consulted with state and local governments and officials as well as intergovernmental organizations such as the National Governors Association, the National Conference of State Legislators, and the U.S. Conference of Mayors.
Mr. Felts was also Special Counsel for Financial and Investment Policy for the United States Trade Representative Charlene Barshefsky. In this position he coordinated U.S. international trade policy with such institutions as the World Bank, the Export-Import Bank, the Overseas Private Investment Corporation, and the Trade and Development Agency.
From 1991 to 1996, Mr. Felts served initially as the Deputy Chief of Staff and, then, as the Chief of Staff to U.S. Senator David Pryor. |
