Dr. Oliver Steffens is a partner in the law firm of McDermott Will & Emery Emery Rechtsanwälte Steuerberater LLP, based in its Munich and Brussels offices. Oliver heads up the German Regulation & Government Affairs Department. His practice focuses on German and European competition law as well as IT. Oliver provides advice on a wide variety of competition related issues, including merger control, compliance, horizontal and vertical restraints and abuse of a dominant position.
Oliver frequently advises an international investment bank on competition related aspects of arbitrage transactions. He also provides advice in structuring distribution and licensing agreements to conform to the relevant EU block exemptions. He also has clients in the chemical, pharmaceutical, foods & beverages, electro technology, automobile, publishing and public utilities industries.
As a member of the German telecom, media and technology (TMT) practice group, he has special expertise in providing antitrust counselling advice to IT, media and telecommunications companies.
Oliver's IT experience includes advising numerous clients in connection with outsourcing agreements with a focus on India. In Bangalore, he recently lectured at the WCO IT Outsourcing conference. He permanently advises a leading European internet provider, several US software companies and a US hardware manufacturer on IT projects including public procurement issues.
Oliver was educated at the University of Bayreuth, University of Surrey (UK) and the London School of Economics. As a recipient of the Konrad-Adenauer-Scholarship, he graduated from law school in 1992. He earned his LL.M. (inter alia European competition law) in 1993, receiving the DAAD-Scholarship. In 1996, he received both his Diploma in Economics and Law (specialising in competition policy) and his Dr. jur. with a thesis on British competition law.
He was admitted to practice in 1997, and from 1997 to 1998 worked as corporate counsel of Bayerische Vereinsbank.
Oliver frequently lectures and publishes articles on competition and IT issues, and from 1995 to 1996 he served as a lecturer on competition law at the Bayreuth Chamber of Industry and Commerce. Oliver is recommended in the field of IT by JUVE Handbuch Wirtschaftskanzleien 2007/2008 (directory of German commercial law firms).
