Areas of Emphasis and Related Experience. Nancy's practice focuses on public finance, local government regulation, and state legislative matters. Nancy represents special purpose districts, such as municipal utility districts, public improvement districts and municipal management districts, as general counsel and bond counsel. Nancy works with private developers to structure development agreements and utility agreements with cities and other local government entities for public participation in commercial, residential, and mixed-use developments. In addition, Nancy has worked closely with State legislators, committee members and staffmembers to draft legislation creating various special purpose districts and effectuating appropriate reforms affecting landowners' rights.
