Mike Bowman oversees DCA’s software development, software testing and information technologies departments. Through these departments he is responsible for formulating, communicating and implementing strategies, policies, procedures and systems to provide services and ensure system availability to DCA’s customers. Prior to his current appointment, he served as Director of Technical Operations, responsible for managing and developing DCA’s relationships with clients at a strategic level as well as pursuing, developing and obtaining new business opportunities for DCA and with DCA’s clients. He also oversaw the planning and execution of programs to meet client’s business objectives and to grow client relationships. In addition, he served as the liaison between DCA and new clients during the initial phases of implementing the client’s business objectives at DCA. He also served as Director of Business Development and Director of Client Services, the later which included account management, billing operations, print and mail, and provisioning. In addition, he made recommendations for process flow management, identifying any system flaws and assuring that service level agreement (SLA) standards had been met at both DCA’s corporate and individual department levels. Earlier in his tenure, he served roles in DCA’s corporate quality assurance and oversight and in project management. He also served as Director of Billing Operations, Director of Media and Printing departments, and Manager of Back Office Services. Prior to joining DCA as an Operations Technician in 1995, Bowman worked as a college recruiter at Devry Institute of Technology in Oklahoma, where he traveled through the state promoting college or technical training for high school students. He also served as a counselor at Heald Junior College, Honolulu, Hawaii. In this position, he reviewed and counseled prospective students on enrollment to the college and on courses of study. He also administered the DECA program for business in Hawaii and the Heald Scholarship Program. Bowman served eight years in the U.S. Air Force as a telecommunications specialist and communications security specialist, performing research and development on communications switches for the joint services. During his tenure, he received a meritorious service medal for formulating security communications procedures that were adopted by the U.S. Air Force in Europe. He is a member of the Project Management Institute (PMI) and its Oklahoma City chapter.
