Miguel Ángel Nacrur G. has held the position of General Counsel with the Central Bank of Chile since 1997.
Previously he worked as a lawyer with the Superintendence of Banks and Financial Institutions from 1973 to 1981 and later, from 1982 to 1994, he became that body’s Head Lawyer. In this capacity, he worked on normalizing the financial system after the 1982 crisis.
In 1994 he was appointed General Counsel for the Santander-Chile Bank, the position he held until he became General Counsel at the Central Bank of Chile.
He studied at the Pontifical Catholic University of Chile, graduating in 1972, after earning his law degree from that university one year earlier. He also won an award granted by the Instituto de Ciencias Penales (penal sciences institute), and his thesis dealt with imputable offenses and article 492 of the penal code ("El delito culposo y el artículo 492 del Código Penal").
Mr. Nacrur has taught commercial law at the Pntifical Catholic University of Chile since 1987, and he also teaches some of the master’s degree courses in company law at that same university. Moreover, he was special guest professor in the specialization course on banking law offered by the Central University Santiago(1991 to 1993).
He is the author of several articles and publications on banking legislation and has formed part of several commissions to draft different laws on this subject.
Mr. Nacrur has represented the Superintendence of Banks and Financial Institutions of Chile at seminars on banking supervision and legislation.
From 1990 to 1993, he participated in the draft law to amend banking legislation in Honduras and the project to create a system of rural savings banks (Cajas Rurales de Ahorro) in Honduras, sponsored by US AID.
In 1997, he attended the international seminar "Crisis Financiera y Riesgo Legal en la Banca Central" (financial crisis and legal risk in central banking) organized by the Central Bank of Ecuador, and that same year he presented the results of the study "Aplicación de las Normas de Basilea sobre requerimientos de capital al sector bancario" (application of the Basel rules on banking sector capital requirements), at the seminar on reforms to Chile’s general banking law. |
