Michelle Sexton is a member of the firm's redevelopment practice group with expertise in the area of municipal finance. She has represented numerous public entities in connection with the redevelopment and revitalization of blighted areas and the structuring, acquisition and/or issuance of municipal debt. Prior to joining Meyers Nave, Michelle was a Deputy City Attorney for the City of Oakland where she advised the City with respect to legal issues surrounding the administration of the City's various business and revenue tax ordinances within the confines of the city charter and state and federal constitutions. Ms. Sexton's responsibilities also included representing the City in connection with the structuring and annual issuance of hundreds of millions of dollars of tax-exempt debt.Prior to joining the City of Oakland, Ms. Sexton was a Deputy City Attorney for the City and County of San Francisco for four years where she led teams of financial professionals in all phases of complex financial transactions, including drafting special legislation (at the local and state level), negotiating real estate loan and/or grant agreements, structuring financial transactions and drafting all necessary contractual documents. She advised in all areas of public finance law, real estate, state and federal constitutional law and local, state and federal funding programs.From 1989 through 1996, Michelle was a member of the public finance department with the law firm of Orrick, Herrington & Sutcliffe, where she served as bond counsel to numerous public agencies, including the Port of Oakland -- Oakland International Airport, the San Francisco Public Utilities Commission and California Pollution Control Financing Authority. She has served as bond counsel, disclosure counsel, underwriter's counsel and special counsel in connection with enterprise bonds, including bonds backed by lease revenue bonds and revenue bonds and passenger facility charges.Ms. Sexton was a commissioner with the San Francisco Redevelopment Agency serving as its president from 2003-2005 and is a 1988 graduate of Santa Clara University School of Law. |
