Michael Robinson is a Disaster Recovery Specialist who has worked most recently with JLWA's clients throughout the State of Florida. He currently serves as the Orleans Parish Liaison for the State of Louisiana as a part of JLWA's relief efforts. In this role, Mr. Robinson is responsible for managing and assisting all aspects of the recovery, particularly Public Assistance. Previously, as a Public Assistance Coordinator for FEMA, Mr. Robinson conducted Preliminary Damage Assessments, applicant kickoffs, and coordinated with state and local officials. Mr. Robinson also performed emergency management duties in the areas of preparedness, response and recovery, and instructed classes and conducted workshops on debris management and Public Assistance eligibility. Prior to his tenure at FEMA Mr. Robinson served as an Emergency Management Section Manager for Contracts, Grants and Proposal Management for the North Carolina Department of Emergency Management.
Formerly, Mr. Robinson served as a Stafford Act Employee/Public Assistance Coordinator (PAC) with FEMA. In this role, Mr. Robinson conducted Preliminary Damage Assessments, applicant Kickoffs and coordinated with local and State officials. Mr. Robinson implemented FEMA policies and procedures in accordance with The Stafford Act; and facilitated FEMA/State field teamwork efforts for the development of project worksheets for counties, municipalities and eligible applicants assisting with debris removal, provision of emergency services and repairs to damaged infrastructure.
Mr. Robinson also implemented FEMA/NCEM policies and procedures in accordance with the Stafford Act, as well as addressed applicant related issues. Additionally, Mr. Robinson performed emergency management duties in the areas of preparedness, response, recovery and eligible Public Assistance Mitigation; instructed classes and conducted workshops on debris management and Public Assistance eligibility; and participated in emergency readiness exercises for various disaster events such as nuclear, hoof and mouth, hurricane, terrorism, etc. Mr. Robinson managed 35 Public Assistance Grants Managers who managed projects in amounts totaling up to $614 million in FEMA/NCEM disaster recovery funds.
Prior to his tenure at FEMA, Mr. Robinson worked with the North Carolina Department of Emergency Management. Mr. Robinson served as an Emergency Management Section Manager-Contracts, Grants and Proposals Management. In this role, Mr. Robinson; and provided direct oversight of disaster recovery grants and guidance to applicants with regard to programmatic requirements and technical assistance (e.g., contracts/RFP process, award negotiations, project eligibility, project close-outs, and state/federal audit compliance). |
